For document legalization, you need to

1. Have the documents notarized by a local notary;

2. Have the documents legalized at the Ministry of Foreign Affairs of the Netherlands;

3. Send your documents to the Chinese Embassy in the Netherlands and have it legalized. (Address: Willem Lodewijklaan 10, 2517 JT The Hague; Office Hour: Monday-Friday 09:00am - 12:00am)
